Political Advocacy
At Ipas Bolivia, we implement a comprehensive approach that includes various strategies to drive legislative and social change:
- Inter-Institutional Action Route (RAI): We coordinate efforts between institutions to improve the implementation and defense of SRR.
- Autonomous Municipal Law of Cobija No. 20/2024: We support the declaration of September 28 as Sexual and Reproductive Rights Day, promoting the recognition of these rights in Cobija.
- Technical-Legal Support: We advise public and private institutions to strengthen their capacity in defending human and reproductive rights.
- Strategic Alliances: We collaborate with organizations defending the rights of women, girls, adolescents, and LGBTQ+ individuals, expanding our impact.
Training legal guardians: capacity building and awareness
To protect and promote SRR, we have created a network of Legal Guardians through training in reproductive rights, gender perspective, and human rights across various institutions. These guardians are key actors in their communities, promoting and defending respect for SRR.
Some of our recent activities in the policy area include:
- National Meeting of Gender Department Heads of the Bolivian Police
- Mock Hearing at the Inter-American Court of Human Rights with participation from Universidad Mayor de San Andrés (UMSA), Universidad Mayor de San Simón (UMSS), Universidad Autónoma Tomás Frías (UATF), and Universidad Amazónica de Pando (UAP).
- Model of the Organization of American States (OAS) with participation from UMSA, UATF, and UAP.
- Model Meeting of High Authorities on Human Rights (RAADH) of MERCOSUR.

International advocacy
As part of our global commitment, we represent Bolivia in various international forums and events:
- Hearing on Child Marriage and Unions at the IACHR: We present challenges and seek solutions for this issue in Bolivia.
- Submission of Amicus Curiae: We defend reproductive rights at the regional level through supporting documents for key cases.
- Membership in CLACAI: As members of the Latin American Consortium against Unsafe Abortion, we collaborate in the fight for safe access to reproductive health services.
Legal abortion and PCR 0206/2014
Since 1972, Legal Abortion (ILE) has been a recognized right in Bolivia, and we work to ensure access and respect for this right in practice. We promote awareness and application of the Plurinational Constitutional Ruling (PCR) 0206/2014, which reinforces safe and legal access to abortion.
Network of lawyers for SRHR defense
Our Network of Lawyers for Sexual and Reproductive Health and Rights Defense brings together legal professionals who voluntarily defend these rights in Bolivia. Their actions include:
- Dissemination of norms and rights: Educating the public on their reproductive rights.
- Free legal sponsorship: Providing legal assistance in cases involving reproductive rights.
- Strategic litigation: Seeking legal precedents that strengthen the defense of reproductive rights.
