The initiative modifies the Code of Families and Family Process (Law No. 603) to absolutely prohibit marriage and early and forced unions in minors. During the session, the director of Ipas Bolivia, Malena Morales, participated actively along with the technical secretary of the Human Rights Community, M\u00f3nica Bay\u00e1, and representatives of the Ombudsman&#8217;s Office, reaffirming the urgency of eradicating practices that violate the dignity of girls and adolescents. <\/p>\n<p style=\"text-align: justify;\">  Ipas Bolivia warned about the worrying incidence of pregnancies among girls between the ages of 10 and 15, a problem that, according to the organization, is closely linked to early and forced unions that seriously violate children&#8217;s rights. The organization emphasized that these situations not only have physical consequences, such as high risks to maternal and child health, but also profound emotional, social and educational repercussions that limit the comprehensive development of minors. <\/p>\n<p>[\/et_pb_text][et_pb_testimonial author=&#8221;Malena Morales&#8221; job_title=&#8221;Director of Ipas Bolivia&#8221; portrait_width=&#8221;1px&#8221; portrait_height=&#8221;1px&#8221; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p><em>This is a fundamental advance to prevent child pregnancies and guarantee the protection of those who have been victims of sexual violence, offering a legal framework that prevents the validation of unions that threaten their wellbeing and future.<\/em><\/p>\n<p>[\/et_pb_testimonial][et_pb_text _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p style=\"text-align: justify;\">The approval was given at the fourteenth ordinary session of the Committee, in an atmosphere of consensus and legislative compromise. El proyecto cuenta con el impulso de Ipas Bolivia, la Comunidad de Derechos Humanos y otras organizaciones que trabajan en la defensa de los derechos de la ni\u00f1ez y adolescencia.<\/p><p>\u00a0<\/p><p>La presidenta de la Comisi\u00f3n, diputada Betty Ya\u00f1\u00edquez Lozano, destac\u00f3 \u201c<em>esta medida busca<\/em> <em>garantizar que la ni\u00f1ez y adolescencia boliviana pueda vivir plenamente su infancia, sin ser obligada a casarse por decisi\u00f3n de adultos o mandato judicial.<\/em> <em>El matrimonio infantil constituye una forma de violencia y una grave violaci\u00f3n de derechos que interrumpe la educaci\u00f3n, afecta la salud f\u00edsica y mental y perpet\u00faa ciclos de pobreza y desigualdad<\/em>\u201d.<\/p><p>\u00a0<\/p><p>El proyecto, elaborado por el Senado, cont\u00f3 con el firme respaldo de organizaciones defensoras de Derechos Humanos (DDHH) y de los Derechos Sexuales y Derechos Reproductivos (DSDR), siendo <strong>Ipas Bolivia la instituci\u00f3n impulsora<\/strong>, junto a la Comunidad de Derechos Humanos y la Defensor\u00eda del Pueblo. Durante la sesi\u00f3n, la directora de Ipas Bolivia, Malena Morales, particip\u00f3 activamente junto a la secretaria t\u00e9cnica de la Comunidad de Derechos Humanos, M\u00f3nica Bay\u00e1, y representantes de la Defensor\u00eda, reafirmando la urgencia de erradicar pr\u00e1cticas que vulneran la dignidad de ni\u00f1as y adolescentes.<\/p><p>\u00a0<\/p><p>Ipas Bolivia alert\u00f3 sobre la preocupante incidencia de embarazos en ni\u00f1as de entre 10 y 15 a\u00f1os, una problem\u00e1tica que, seg\u00fan la instituci\u00f3n, est\u00e1 estrechamente vinculada a uniones tempranas y forzadas que vulneran gravemente los derechos de la ni\u00f1ez. La organizaci\u00f3n enfatiz\u00f3 que estas situaciones no solo tienen consecuencias f\u00edsicas, como riesgos elevados para la salud materna e infantil, sino tambi\u00e9n profundas repercusiones emocionales, sociales y educativas, que limitan el desarrollo integral de las menores.<\/p><p>\u00a0<\/p><p>\u201c<em>Este es un avance fundamental para prevenir embarazos infantiles y garantizar la protecci\u00f3n de quienes han sido v\u00edctimas de violencia sexual, ofreciendo un marco legal que impida la convalidaci\u00f3n de uniones que atentan contra su bienestar y su futuro<\/em>\u201d, destac\u00f3 la directora de Ipas Bolivia, Malena Morales.<\/p><p>\u00a0<\/p><p>La aprobaci\u00f3n se dio en la decimocuarta sesi\u00f3n ordinaria de la Comisi\u00f3n, en un ambiente de consenso y compromiso legislativo.
